Module 1: Hazard identification and risk analysis techniques

Course Content
Some of the key topics covered are:

Process safety analyses: characterization of dangerous products – potential of hazard, thermal runaway;
-
Methods for qualitative, semi-quantitative and quantitative risk analyses (HAZard Identification, Failure modes Analysis and Effect Analysis, HAZard and Operability, QRA);
-
Hazardous phenomena (fire, explosion, toxic release).
The lectures are based on case studies, documentaries and models relative to real accidents along with lessons learned and real industrial practices.

Module 2: Accident scenarios and risk assessment

Some of the key topics covered are:
- Accident scenarios and modelling:
- Estimation of potential impact (human, structures, environment),
- Typical methods used for modelling of consequences,
- Typical assumptions for the definition of scenarios for modelling of consequences.
The lectures are based on case studies, documentaries and models relative to real accidents along with lessons learned and real industrial practices.

Module 3: Domino effects, preparing and testing internal and external emergency plans, public information

Course Content
Some of the key topics covered are:
- Main criteria for determining the domino effect;
- Guidelines to develop Internal Emergency Plan;
- Description of actions and interventions made by the operator to control the accident, measures taken by the operator to protect workers and environment, measures taken to minimise the consequences.
The key issues in organization/preparation of internal emergency plans will also be discussed in sectoral terms in a detailed manner. Sectoral perspectives will be analysed in detail through working group studies.

- External Emergency Planning:
- Relation between internal and external emergency plans;
- Main rules for preparing external emergency plans (based on the 10 steps of the UNEP guidance document 'A flexible Framework Addressing Chemical Accident Prevention and Preparedness');
- Case study focused on a region of “domino establishments”.
